ABOUT THIS COURSE

This course presents a timely understanding of the dynamics of health care district regulations, challenges and trends, and the role and methods by which LAFCos can evaluate and regulate these public agencies. It features a distinguished list of legal, health care, economic, finance, policy and LAFCo experts. Participants will learn about: 

·   History, today’s challenges and trends, and future directions of health care districts;

·   California health care district laws and regulations

·   Impacts of health care reform and intergovernmental reimbursements on district operations and services

·   Regulatory aspects of the Cortese-Knox-Hertzberg Act

·   Public finance law and revenue mechanisms for districts

·   How LAFCo can develop an effective framework to evaluate health care districts, as part of the Municipal Service Review Process, for service adequacy, capacity, financial indicators, etc.

·   Governance options for ailing health care districts

·   Challenges unique to urban and rural health care delivery, and to districts that operate or formerly operated hospitals

·   Service delivery outside of district boundaries, private hospitals seeking to become districts, and more!
